Access Tuner Race (ATR) did not come with the Cobb AP you needed to fill out a form on the Cobb website that married the ATR software with Cobb AP unit.
Too bad I was kind of interested.
It should be noted that the driver for the Cobb AP needs windows 7 or earlier.
I've not been able to get it took work on anything newer (FWIW)

I believe the disc has the software for managing the AP itself (AP Manager). Basically just adds tune files, downloads logs, grabs ECU dump files. ATR is the software for generating tunes, which you then add to the AP Manager to put on the AP, then use the AP to install the tune to your car. As wcs mentioned, you have to get the ATR software through Cobb by providing the serial number on the back of the AP, but now Cobb also requires you complete a $150USD course as well.
