looks like the clear coat is peeling or possibly a chemical reaction to some cleaner.

Fairly common... did you run those wheels in the winter? Road salt can eat through clear coat quickly.

My mom lives in Lancaster, I go there quite often.

i have never had these on in the winter...and it only happened in the last 2 months or so...and only 1.5 wheels...so if it's the clear coat am i screwed or is there a way to get them touched up....it's so ugly...looks like bad curb rash from 10 feet plus away...

My body shop got a little overspray on one of my rims and trie to clean it off, but stripped off part of the clear coat. I used Acetone on all the lips to remove the clear coat and it looks shinier than when they were new. You might just bite the bullet and strip the clear off. It takes about 10 minutes per rim, and great results.

It's a checmical reaction on the metal under an improper clear coat. There's nothing you can do but have it re-cleared. Also note that it will spread over time and most likely other areas of this "infection" may show themselves. Sorry bro, seen it all too often.
