This is how i spent my last two weekends. I hated the chrome, but couldn't pass up the deal i got on these last september or october. I have about 6 hours in sanding, 4 hours in masking, 1 hour in cleaning, and about 3 hours in spraying. I used Rustoleum's wheel paint and have 3 coats of color and 2 thick coats of clear on them. I though about going with more clear, but i didn't want to lose any of the wheels' details. Wheels are Ro-Ja R2-7s (18x9 +37 with yoko advan S4s) and Muteki SR48 black lug nuts. I'd have some better pics, but it started raining and was getting too dark. Once i have time and a sunny day, i'll get some better pics.

They weren't actually chrome, it Ray's RMC finish, so it's basically a chrome paint. Once sanded a little, it was just like painting anything else. I though about the lip, but it's actually polished stainless, so it will be a bitch to keep paint on. I'm still thinking of painting the center caps, but haven't decided.
I'd definitely paint the caps because it will give it a cleaner look. Here are some before/after shots of my wheels.

I agree, all one color would look better. The thing with having darker spokes and chrome lip is it makes the wheel look much smaller than it is. Props for doing it yourself though. Did you primer?
