Maybe a "LOMO" effect? that looks cool

I like this better - i just cut the car out and then used a motion blur on the background... I think it gives the car a good simple pop effect.

Doesn't look that good because the car's borders look rough...need to edit that...

The sign in the center looks like crap...sorry...

Ya you can see cutout around the car. What you should have done is selected the car like you would to cut it out, then copy it and paste over it. You could even paste 2 layers over the original one. You've got the top layer which is the cutout, below that you've got the car with a 1 pixel Gaussian blur to soften the edges, and below that you've got the original car with the motion blur in the background.

You could even do it with just 1 layer above the original.

To soften the edges:
- With the car selected, go to Select > Modify > Contract
- Contract the selection by 1 or 2 pixels
- Go to Filter > Blur > Gaussian Blur
- Blur 1 pixel

Personally I dont really like any of those though, the colors are too harsh, there's far too much contrast.
