The reason that they're at the NASA facility in Houston is that the T-38 is the plane the astronauts fly to keep their piloting skills current. The Johnson Space Flight Center is NASA's home for manned space flight. IIRC, it is a tradition that astronauts fly the T-38 the day before their mission.
The T-38 is also the only US supersonic fighter available for civilian ownership. So if you got enough money, you can go really fast.

My girlfriend lives a couple of miles from there. A couple of miles north of NASA is Ellington Field. Every once in a while I'll see one of the NASA T-38's fly out of there. A couple of days before shuttle missions you can sometimes see the astronauts taking off in the T-38's from there to head over to Florida for the launch.

I'm planning to be in Florida next month to see the Space Shuttle Return-to-Flight launch. So far, the biggest rocket I've seen launched was made by Estes.

All I've seen so far is one landing. Doesn't quite have the same earthquake/deafening-roar/light-up-the-sky type of action.
