Someone in the comments said it's from Puerto Rico. Can someone explain why the rotary is so popular in PR and why they can afford to do these crazy builds all of the time?

i think this is the one that won at NOPI challenge down here in Florida couple weeks ago. I know it was a RX8 from Ruperto Rico, it ran in the 6's 0_o
