What are these?

I was organizing my glove compartment and I came across this bag that has two rubber plugs in it. I havent been in the glove box since I bought the car last month. All the bag says is "insert the plug". Is this something the dealer forgot to do? Anyone else have these and what are they?

The service bulletin tells you what to do with them. You can do it yourself or have the dealer do it as he should have before delivering the car. Or you can not worry about it and allow crud to collect inside the holes.

I think the lower ones are blocked by the body kit (aka, appearance package).
