What is this?

Looking on Ebay and noticed a car being sold that includes the steering wheel looking thing in this picture. Is this something that should have come with the car. Thanks for your help.

I got two free bottles of the stuff, somehow. One from the dealership, one from MNAO. Haven't used either of em yet. Nice of em to send out though.
