Every car has catalytic converter when it's stock. It's just that our cars run a bit rich at start up, so that's why it gives that smell.

alright i heard from mazda today.
apparently my catalytic converter is fine. the dealer said the scanner didn't have any cat codes. it only came up with a problem with the intake. apparently some part of my intake wasn't hooked up correctly and it was causing the whole problem. it sounds a little strange to me but if anything is still wrong i'll take it right back and not pay anymore.
my cat or even a total engine failure would have been cheaper.
thanks a final time everyone.
