Another way of thinking about torque at zero RPM is to take an electric drill and hold the chuck with your hand while slowly pulling the trigger. You will feel a force despite the fact that the drill is not spinning.

I think having that on tap via an IMA set up would do great things for performance, not to mention fuel consumption. A stumbling block might be the flooding factor - can't have an IMA car with an engine that fails to restart...
