Right headlight slightly higher than the left?

Right side headlights are slighter higher to illuminate road signs.

okay...so I have also noticed that my lights are staggered to...thought it was unusual until I read the posts...I also have an issue with what seems may be electrical..if I have my windows down at night and my lights on...when I go to roll up my windows, my lights flicker..WTH? Is this in fact due to mis-wiring?
