Recall?
Yes. Hard starting when the engine is warm is usually a sign of low compression. Do a search! Read the stickies, you will find all the info you request.
Hard starting in general could be caused by a multitude of problems. Batteries, coils, plugs. So more info would be needed to diagnose.

A TSB is NOT a recall, it's a series of instructions for dealers when a customer comes in with a certain complaint. If there is an applicable warranty, then the fix is covered under that warranty. Otherwise the customer gets charged for it.
A Recall is a mandated safety recall that is recorded against each applicable VIN and must be completed.
There is no recall regarding hard starts, power loss, loss of compression, starters, ignition coils, batteries, clutch pedal assemblies or tail light moisture. There are TSBs for these though....
