Rear bumper plastic "coming off"

Well ok, since i got my car about a year ago i have noticed the plastic near the exhast is coming off from the bumper, i just noticed today it looks a little further off then it used to be (possibly from water getting into there and then freezing). However what i am asking is once the temperature warms up and i can acctually do something about it, do you think i will just be able to "pop" it back into place or something a little more extensive?

The exhaust shrouds are held on by clips, just push it back in.

If I'm not mistaken, they are just pop rivets. If it doesn't just snap back in, you can order a new one from someone. I'm sure there is one somewhere!
