We can only work with the tools that are provided for us. Your thoughts would be better directed to the authors of vBulletin or one of the add-ins that may be used. I don't know what they may be.
I do know we have been under attack from a Chinese spammer. He has signed up for hundred of member names. He seems to have not used them yet and we are in the process of banning them so they can't be used.

I doubt it. It took a month from when I first was nominated to be a Mod to the time I was appointed to the post. When you work with volunteer organizations, things move slowly.

I know I replied to this earlier. But, just report them. I have banned members and deleted posts with these. I can see members IP addresses. Then using tools available on the net, geolocate the IP to a city/country. This has always happened to a country that the RX8 isn't available (e.g. China, India).
