I tried to start my car this morning, and all it did was turn over and over. after about 10 seconds the dash lights goes out and comes back on. It doesnt sound slow. I just bought a new battery maybe year and half ago. I dont know too much about cars anyway. But could water have gotten into something? computer? starter?

Highly possible. Most of the no start issues have to do with flooded engines. Look at the manual on how to deflood the engine. Further, there are tons of threads here on this issue.
