I talked to a couple of people and it seems that you get the touchup if you financed through Mazda credit and register on mazda.com. Got mines from my last 8.

My dad has done business with the Lincoln dealership, which is where the Mazda dealership is, so they just hooked me up with some for free, which was pretty sweet.
