However the install on the springs is another 300 bucks and won't give any performance unless you match them with a proper set of struts (tokico/koni), a normal midpipe will be loud as hell, and the only other worthwhile mod on your list is the shortshifter which will cost about 280 shipped.

Depends on where you are located, if in the snow belt and you intend to drive it in the winter...winter rims and snow tires will be the best $1000 or so you will ever spend.

If I had a grand to work with, I feel I would get a new exhaust system. I've thought the Racing Beats sounds great with our car. Short shifter would probably be part of it as well.

if you can do the install yourself... I'd do zex nitrous + Acessport
At this point, no offense to racing beat, but I'd feel better/more secure buying the accessport. While the racing beat flash is great, you could get your flash to be better fitted to your car with similar results and have the advantage of not having to pay more later if mazda reflashes your car without permission or something. When I found out about accessport, I pretty much decided that it was a better option because of that. Though I might worry too much... I'm sure many have had the flash with no issues.
Here's a better question though... with that $1300 do you want performance, appearance, little of both, or what? If you wanted a tad bit of both, you could get a decent set of light rims or if you wanted to lower the car a bit it would look nice and with the right set up it handle better as well.
