Deals through "Fleet manager"?
I'm no expert, but I think you're looking for someone who specializes in fleet sales at a dealership. I would just call the local dealer for the make you're interested in and ask if they have a fleet salesperson.

Last year when I bought my Mustang, it was through a fleet manager. He explained that he was able to sell cars for a lot less since they get paid based on volume, not per car. Generally they like to sell multiples (like to Enterprise or something), but will sell to individuals on occasion. This was the second best buying experience as there was practically no bargaining. The best of course was buying my Rx8 ... and that's only cuz I'm in with the salesguy
