No, there was a push to get the CARB cert a couple of years ago, but it never went anywhere.
No reason it would not pass if the cert could be obtained though, as long as you run a cat.

Well there is a visual inspection on our smog test and if you don't have the CARB sticker under the hood for the device installed you automatically fail the smog test.
When you say cert is this the device cert or an individual car cert?
