Spotted - White 8 in the Eastgate area

Was behind a while 8 in the Eastgate area, turning left onto the road by McDonald's and the Embassy Suites Hotel. Last 3 characters on license plate: RXE. I tried to get alongside and wave as I was turning left to go to the vet hospital, but you took off...
