Vdi stuck open

Vdi stuck open
Car; 2004
Issue; when I run the car I get a cel for the imtv. I popped the hood and the vid is stuck open. I pull the vacuum line and it goes back down.
Work done; all new Solenoids and vacuum lines.
Tests; checked by hand moved fine. Hooked a hand held vacuum to the Vdi moved up and down with pressure . Moved freely. Took the upper intake off and cleaned. Ran Seafoam about 20 miles ago.
