I was going to wait until I had permission to post in the regular forums; right now I can only post in 'New Member Forum'.
Anyway, since you asked:
I have an issue with my heater/AC controls. Everything works except the center control (with AC, defroster, circulation etc). The blower fan works fine, and I have put it in to the 0-16 temp mode and it steps through them all fine.
When I press any of these center control buttons, it beeps, but nothing happens (the indicator lights don't come on).
All fuses are tested and good.
I resoldered the temp **** anyway.
When I turn on the car lights, the control panel backlights come on correctly.
If it beeps, presumably that means it is all connected ok?
What else can I try?
I have tried the other forums/threads, but can't find an issue quite like mine. They are mostly centered on the bad solder on the temp dial.

have you had the radio out recently?
are your sure you plugged it all back correctly?
have you removed/replaced the battery recently?

It sat for 18 months or so (occasionally moved around the warehouse). When it was started it was noted that controller wasn't working, and so since then, Yes, the radio has been out (thats how I resoldered the temp controller board); Yes the battery has been disconnected, and Yes I'm certain it is all plugged in correctly. If it wasn't, I don't believe the backlights would work, nor would it beep when the buttons are pressed (though thats one of the questions I'd like to answer - is the power & beep independent of the actual functions?).

Loose connection, or a damaged control bored(possible depending on how you pulled out the radio)
The upper display should have the selected vents on display

Ahh, look at that. This makes sense. So the little board that the buttons are on is what 'powers' the data on the LCD directly? there isn't a separate climate computer or anything of that nature?
