How to use rear brake light as brake lights?

As in the video, how can I make the rear fog light work as a brake light- being low intensity when the brake pedal isn't pressed, normal(normal like the brake lights, not as it is now- a fog light) intensity when braking and if possible flashing. Fog light functionality would be nice to keep, but don't think it's possible by how bright it is currently.
