Definitely no front plates, there are only a handful of states (PA and DE are among them) that do not require front plates. In fact, you can't get two plates even if you ask. As far as tinting, it probably depends more on local cops. I got 20% all around a few weeks ago, and have not been hassled at all. But I do happen to live in a large city, and not only do the cops have much better things to do, it seems like about 10-15% of cars have tinted windows, with many much darker than mine. Williamsport I'm not really familiar with, but you will have the Little League World Series to look forward to every summer. Enjoy!

there is no statue or law in pa that says you cant have a certain % of tint,

there is a penndot ordinance that police go by that states vision into that vehicle from the outside can not be totally obstructed, id go no less than 25-30 pct on fronts to be safe.

i was told just last week by an auto shop that they couldn't tint my windows because of a new law that that states no after market tinting....
I can't confirm this, but since they make money off tinting i'm sure they wouldn't turn away a customer....

The cops will ticket for tinting beyond a cetain percentage, but what that is is sort of up to the cop. It seems to be more of an issue in the counties than around Philly, and in Williamsport, I'll bet that they make an issue of it. I know of a guy who has racked up thousands in fines and keeps fighting it and keeps losing. I wouldn't do it if I were you.

No front tags . . . thank God.

Williamsport isn't too far from some decent hiking if you're into that. There are also some very cool twisty not too travelled roads running to the west and north of Williamsport. . . although I'm sure that the owner of an 8 would have no idea what to do with that.

According to the state DOT inspection rules, the vehicle's windows must pass 70% of the light that hits them. I know this for a fact because I read it 10 times on the inspection form that my mechanic had to fill out before they would give me a reconstructed title.

No

No, as long as you don't get pulled for anything else. I have 15% on our white STi and get no trouble.

Not really

Good luck! It depends on where you are moving to in Pittsburgh, but some communities around here have cops that are real sticklers. I want to tint my windows badly, but am afraid of the repercussions.
