And if it still isn't running, most of us rebuild. Don't send it off, its a complete waste. Rebuild it yourself or with help, its literally 3 parts you can't go wrong.

Im surprised you've gotten tickets in yours, I have an rx7 fc with headers, downpipe, straight pipes, and dual cans, just gotten off with warnings. But yeah check out the page, we are the biggest rotorheads in the area and there is always help or parts to be found and or things to do.
