Its like $10 a month for a pretty damn good host, and also you can get a domain name for like $10 a year. Also the good packages allow for mysql database setup which a forum like this can be set up on.
I dunno who would wanna throw up the cash, but I could set the forum up, and possibly get the site layout done. Its been a very long time since I've designed a webpage.. but I'm sorry it will def. be better then just this one little forum.

It's simple. When you make a hyperlink, make sure it points to the right page.
i know this i built the site in ms publisher (yes i know that was not the best choice but it was free) and for some reason the links are all wacky so unless you know how to read the code im like a blind guy in a house of mirrors

Lol, I would shell out the cash but here are the reasons for not...
1) Apartment (565 a month)
2) Car Note (250 a month)
3) Insurance (130 a month)
4) Gas (~150 a month)
5) Foodage (~100 a month)
And in the near future I need:
BHR Ignition upgrade (Saving for it now)
Oil Change (Gotta buy all that crap)
Tranny / Diff Fluid change
New Tires (want new rims also.. >,>)
Alignment (Rear is pretty damn bad)
And thats all in like the next 2 months..
$130 to my name right now and like 900 in debt. Lol.

Also I can design a test site, throw me some colors and what kind of design flow you'd want and I'll see what I can whip up.

Then get something that's easier to use. Google what an easy, free html editor is. I know you can google pictures, so you should be able to google website editors.

since no one wants to donate any money. how does donating your time sound. if i could get 8 people to donate 5 hrs on one day(different day per person) we could come up with 400 - 600 dollars a month. how easy does this sound you give one day a month and earn the club 50 -75 dollars. this money would go to a website, evolv stickers for the car, cost of events like a free club bbq. if we went out of state to a meet this money could help offset the cost of hotel rooms. we could also raffle of parts every other month like a cat back or tuning device like the access port (one will be picked for each type of car and who ever wins thats the one we will buy for them with club money). anyways thow me your ideas and we can see where we can take this.
