Well Mercedes is making a turbo I4 that can make 400+ BHP. Depending on the police car you could actually outrun them.
This particular I4 looks like it's NA, though.
That said, even if you drive a Bugatti Veyron, you are still slower than the speed of light, which is the speed radio signals travel at.

The car looks kinda new, so it's either automatic only or the automatic transmission is the faster one with 8+ gears. If it has a manual option, it will just be for the fun factor. I think the car has to be at least 5 years old, maybe 8 for manual to still be the faster transmission.
But yes, if he is ejected from the vehicle, that means he isn't wearing a seatbelt, which means low brain power.

Interestingly, Tesla Model 3s do have oil and oil filters - for their single speed gear reduction units, of course. I don't imagine they need to be serviced often, though.
