I'm not sure if it is by I have seen the car several times and it is always raised up like that. Even when it's parked it stays like that. I doubt it's on hydraulics but it could be possible.

Obviously, they had to lift them up so they'd stop running into ****. Easier to just go over the obstacles (cars) in the road than to careen into them.
