It's called a Wave Disk Generator; kindof a powered supercharger. One, (1), moving part which drives a generator.

While "new" engines and huge promises are a dime a dozen, the fact this is being done in a university setting with a sound peer-reviewed theoretical basis, adds a lot of credence to the reports.
