After being parked for three weeks i took my car to the gas station and as i was filling up i notice copious amounts of fuel coming from under the car. After a little research i pulled the back seat up. i found the access cover just sitting under my seat . i removed it and found this. What can i expect to pay for parts and is this a repair i can make myself for cheap?

thank you. what is the retainer? Number 17 on the site you suggested. i looked in my car and i do not see where that would go and there isn't one already there from what i see
