If I found something stuck to the bottom of my car, I'd be freaking out thinking someone was trying to bomb me. Good thing the people who would be great at dealing with that sort of thing would be the ones putting it down there!

He should have done an Amelie/lawn gnome trick on their asses. Or sold it on ebay.
I'm sure something must have prompted the fed to monitor him, though. But it makes you wonder just how widespread this is...
Then again, the saying goes if you're not doing anything wrong you don't care who's watching. Double edged sword I think.

I'd imagine if he did stick it on a bus or sold it on ebay or something, he'd be charged with tampering with federal equipment or something.
I'd be more afraid of seeing an unknown cylinder attached to my vehicle than to think it's a tracking device.
