I am near Dandenong area... it is a great drive between Frankston to Rye. especially on the way back from Mt. Eliza going down to Frankston, where the road go 20 degree downward, there is a the water view and it is excellent - should stop at the lookout and take a picture.
There will be plenty of cyclists on that road if the weather is good. I love to ride there most times. Going that near the lookout I usually reach over 70kmh - which is over the speed limit of the road
