VA AirBag Code 21

So i finally need to take care of this issue. The lights been on for years and i never cared because i assumed it was the drivers after the dealer screwed me over after fixing the front end after a crash. long story short, they said i was missing a "little spring" that holds or something to indicate it works? IDK anything about that so i believed them. 8 years later i need to clear it to pass inspection. after looking through the web and trying everything i could find without taking apart the whole interior i figured id ask.

anyone know what:

21 Seat belt warning light circuit short to power supply (See DTC B1426, B1427.) ((taken out of the rx8 airbag thread))(((see i did some homework lol)))

could be coming from? every video, note, or explanation i found said the connectors under the seat. i tired that and nothing changed.

B1913 Passenger-side air bag module (inflator No.1) circuit short to body ground. is a possibility also, depending how you read the list in the tread and this from the online manual i found
