I was curious what controls the boot levels? What I mean is how? ( the electircal/mechanical parts ) How does it work? I know you control by a boost controller that can be manual or computerized or what not, but how do they change boost settings?

SC's work differently but for a turbo, if everything is working properly, then the wastegate controls the boost. The wastegate is a valve in the exhaust line that allows exhaust gasses to bypass the turbine blades. The valve is forced open when the pressure reaches a designed level. When the gasses bypass the turbine, pressure is relieved or maintained. You can use a boost controler to alter the pressure signal that raches the wastegate actuator to increase the pressure required to open the wastegate. The boost controller uses a second valve to control how much of the pressure signal actually reaches the wastegate actuator, thereby increasing the boost pressure required to open the wastegate.

Yes, sometimes. Sometimes it is built into the turbo housing itself.
