I am not 100% sure, but look closely in the lower left hand corner of the plate and the word "manufacturer" seems to be there. This was likely a preproduction vehicle, and the presence of that plate would seem to indicate that.
Living in the Midwest, I see Michigan manufacturer plates all the time. If I remember correctly, preproduction vehicles are not eligible for sale by the manufacturer. They have to become permanent test mules, museum/long term storage items, or be destroyed :( Seems like such a waste.
correction - looks to read "distributor" - same premise though as above.

There is currently 3 teams from Mazda long term engineers touring the country in 3000 mile stints. This is probably one of those, but I do not know why they would have the lip spoiler if it is testing of current models.
