umm i just noticed today... when i start up my car... it idles at like 2200 rpm.... then i was playing with it reving then braking an it went down to like... 1300.... um should i be concerned?

It's normal. When you first start the car, it idles high and then it settles down to between 1000-1500 or so after a bit. Nothing to worry about.
