what do you mean by not working?

 

I think that is just an Elm327 clone. I have one, and it works fine with ScanXL and other software. Data logging only, no programming.

Elm327 clones are basically counterfeit items, and I've heard that they generally have poor quality control, lots of them are DOA.

 

assuming you have the drivers installed, if you're not picking anything up, you need to switch your baud rate 9600 or 38400
