SPEED CONTESTS/RECKLESS DRIVING
SB1489, Effective Sept. 6, 2002, authorizes law enforcement to seize for 30 days the cars of drivers who participate in speed contest, reckless driving, or an exhibition of speed, including burning rubber, spinning donuts, or making turns at a high speed.
GREENHOUSE GAS EMISSIONS
AB1493, to take effect in 2006 and apply to vehicle model year 2009 and later, requires the CA Air Resources Board to develop and adopt regulations to reduce greenhouse gasses emitted by passenger vehicles, light duty trucks and other designated forms of personal transportation. It also mandates certain emissions-reduction credits. The bill generated considerable controversy and was amended to prohibit CARB from adopting such drastic measures as limits on travel, bans on the sale of certain vehicles, new taxes, or changes that could adversely affect vehicle safety.
TRAFFIC CITATION PENALTIES
SB1732 increases the penalty assessment by $5, bringing the total penalty to 220 percent of the base fine - a $22 penalty fee for each $10 of base fine. It also authorizes counties to assess an additional $1.50 penalty on parking violations upon approval of the county board of supervisors. Effective January 1, 2003, the revenue generated by SB1732 is earmarked for trial court construction, maintenance and rehabilitation. None of these new fees will be used for traffic safety programs - the original intent behind the penalty assessment.
TRAFFIC FINES
AB3000, effective from Sept. 30, 2002 through July 1, 2007, increases by 20 percent the base fine for Vehicle Code moving violations. This additional revenue is earmarked for the state general fund to help reduce the 24 billion budget deficit.
INCREASED DMV FEES
AB2996 increases by $25 the fee to reinstate a suspended or revoked driver's license, increases by $5 the fee to take a subsequent driving skill test if unsuccessfully completed the first time(effective July 3, 2003), increases the fee for late vehicle registration and implements a $120 fee for the DMV to review a suspended or revoked driver's license resulting from a DUI conviction
