OK, I'm talking about the rear wheel well, the portion that looks to the front. I would post a pic if I only knew how.

Anyways, the area looks like covered with some sort of tape....and painted over. Anyone with any idea what it this for?

 

3M scratch resistant stuff...if you look on the side skirts at the bottom of the rear door there's stuff there too...there are threads on this which discuss it at length, so no, you shouldn't try and remove it...
