Rear Fender "Cut Outs"? what are they for?

Folks, the RX8's Rear Fenders have some parrelogram shaped "cut outs"....at least I think they are cut outs located in the front section of the rear fender's flared out section....what are these for? Why did Mazda place them there?

i hate it becaseu wax always gets stuck around the edges of it and since my car is black you can see it

stay away from them then? i have also found running my finger nail down the side of them gets the wax off for the most part

I use a Q-tip on some 3m wax removal
works every time.Guaranteed !!

Better yet, use an old tooth brush!!!! then wipe the residual dust.
