I just spoke w/ MazdaUSA and according to the Rep I talked with, there is no policy to paint rusted rotors under warranty. He explained that it was done only after being approved by the local factory service rep in a few isolated cases.
I am having my rotors inspected by Rosenthal GBurg Mazda and they will contact the factory rep to get a determination. I have a 2004 I purchased New about a month ago so I think I have a pretty good case. I will report back w/results.
They are also doing the M/N flash update since my vehilcle falls in the manufacture date covered.

Good luck. These brakes/calipers shouldn't look like crap after a short period of time even if it is cheap for us to fix and does not take too long to fix. It is a factory flaw and should be covered. Keep us informed.

TheServ Mgr inspected the rusted rotors and will contact the Factory Serv Rep - we shall see... Hmmm, if they do paint them, I wonder what they would charge me to paint the cals?
As far as a cheap easy fix, cheap yes but not so easy for someone who doesn't own jacks or has access to a lift. From what I have read, you need to keep the tires off for at least 2 hours and then not move the care for another 8-10hrs.

Duplicolor Brake Caliper Paint. You can get it at Pep Boys.
Just jack up one corner, take the wheel off, clean with copious amounts of barke part cleaner and paper towels, unbolt one caliper bracket bolt (so you can flip the caliper up) and mask with newspaper.
Use tape to mask off the gripping surface of the rotor.
I did the calipers in black and the rotor centers in silver.
