Please see attachments and specifically to file down the bolt for pivot arm. Is filling recommended? Any recommendations for the reinstall for those who have done it?

Some context. I'm mating a bmw m10 engine to 6 speed rx8 tranny using an adapter plate. One of the modifications to make this work is to take off 15 mm from face of Bell housing which is why bell housing needs to come off and then reinstalled. However, the modifications are all on the other side of the bell housing so I'm trying to figure out why this step is included as to my point of view the bolt should not need to be filed down as nothing is being done to pivot arm or anything else behind the bearing cover.
