RPMs Sticking (Like Rev Limiter Kicks in Early)

Would a bad TPS feel like Rev Limiter?

***SOLVED: Recalibrated the TPS, new coils, wires, plugs and the problem went away.***

I've been having this issue where the RPMs have been sticking as I'm accelerating. It's almost like the Rev Limiter is kicking in early. It sounds and feels just like hitting the Rev Limiter. And the tach stops climbing. The only video evidence I have of it, I've got the throttle planted (I'm in a race car), I lift slightly and go back to WOT and "it" happens. It also seems to clear on it's on after a few seconds. I don't think it's clutch slippage because the RPMs don't sky rocket, they stick in place. It's the exact same brap brap brap as if I've hit the Rev Limiter. Any suggestions as to what it might be? The throttle, easing back and back to power seems to be the only constant when it happens. Would a bad TPS cause hesitation and spitting and sputtering?
