I'm assuming the low voltage can be attributed to a bad connection somewhere. Any place that has been known to have issues?

 

Update as of last night..put the car in the air and found where I believed to be a short. Where the O2 sensor wiring runs away and has the plastic clip designated for the mount about 6" away. It was actually clipped in placed and pinching one of the wires. May have rigged it for the time being with those fantastic zip ties, but after clearing the CEL...hasn't returned.
