CEL Flashing When In ACC Power

CEL Flashing When In ACC Power
Nothing I'm too worried about.... It's pulling codes for the cat (removed), and secondary air injection (air pump? also removed). Engine feels fine, BHR ignition within 10,000 miles.
Anyways, sometimes when I have the key in the ignition, with it in accessory power, the light will blink a couple times then stop. It doesn't do it when running, only in ACC. Anybody know why it does that? Used a cursory Google search, didn't see anything on the first few pages.
