Rear License plate screws won't come out.

Rear License plate screws won't come out.
I was going to remove the screws that hold the license tag on the rear. Neither screw will come out. I think the previous owner overtightened them. Now they just spin around and won't break loose from the clip. Does anyone know how to get those out without removing the rear bumper.I'm going to saw the screwhead off so that i can get the plate off and maybe be able to remove and replace the clips that the license plate screws go into. Thanks.
