new engine

Hi, new member to the club, and have searched the forums with no help to this specific situation, I have an 05 manual 46000 miles, the engine did poorly on a compression test, the mazda dealership is willing to cover the costs to replace the engine, but they say i have to pay a fee of $365 to decarbonize the FIS, Ind, and T-body before any work on the engine can begin. Is this covered under the extended warranty? Is this strange, and if this isn't covered can this be done somewhere outside of the dealership for cheaper? Also, they said the coils, motor mounts, and wires need to be replaced as well. Are any of these items covered under the warranty?
