Tire Newb Question

OK, so I'm in the market now for some new rims and tires since I'm putting dedicated snow tires on my OEM rims.

I've read over a lot of the tire and wheel forums and I keep seeing people w/ 245/40R19s and such but i haven't found any rims w/ a recommended tire width like that. so how do you know if a rim can handle that size tire?

people don't run 245/40/19 here. that tire diameter is too large.

you know what fits according to what you are looking for. do you want a tire stretched, fitted, or squeezed on a rim.
