Overlay Kit/smoked questions

Yeah so i was wondering if these are legal in california because around the bay area i saw a mazda3 hatchback and the back tailight was either smoked or had a overlay kit it was black. but the front headlights werent? so i was thinking the tailights are ok but the headlights are illegal? also im planning on ordering it for my black 05 rx8. the link is

honestly both are probably illegal in California. will you get pulled over for it? probably not with that overlay. it doesnt look that dark so it wont attract too much attention, but they may make you remove it if you get pulled over for something else/. worst case senario you just peal off the overlays, get the ticket signed off on and put it back on.
