SS touch up paint help!

I have rock chips on my front bumper that I'm trying to fill in but I'm having trouble with this ridiculous SS paint. Many of the chips have completely taken down the paint to just show black material of the bumper. I try to put paint on these chips but the paint wont cover it! the paint is just like clearcoat with silver specks in it so the black still shows through. Do any of you have any experience using the SS touch up paint or is my bottle just bad? What can I do? Your advice is much appreciated.

use a toothpick to put small dabs of paint in the chips.

Depends on how good you wanna do it.

You could tape off the area. Clean, primer, wet sand, paint, wet sand, clear coat, wet sand.
